svnlite was introduced with FreeBSD 10:

The handbook still recommends installing/using 'devel/subversion'/svn:

  https://www.freebsd.org/doc/handbook/svn.html
  https://www.freebsd.org/doc/handbook/synching.html
  [+ maybe more occurences]

Which is no bug at all - but devel/subversion comes with
plenty of {probably unwanted/unnecessary} dependencies, depending on
the configuration.
So skip installing devel/subversion and using the builtin svnlite
might be the 1st choice.

I was under the impression svnlite was slated to go away.

Do we have an actual plan here, to keep it or kill it for 11?

As far as documentation is concerned, remember that svnlite is not
present before 10.x.

To my knowledge, svnlite's presence or future is not currently, er,
plan-based.

There is really no need to fetch the ports using devel/subversion when svnlite
co https://svn.FreeBSD.org/ports/head /usr/ports works just fine.
