[Bug 228055] lang/gcl fails to compile on powerpc64

Attempting to compile lang/gcl anf gets the following error:

To get past the initial error, I added the below lines to 'elf64_ppc_reloc.h

+case R_PPC64_REL24:
+      store_ival((int *)where,~0L,(s+a-p));
+      break;
