Can't turn on process accounting (gives "accton /var/account/acct: Operation not permitted") in jails

Not sure why but for some reason turning on accounting in jails gives me
the *accton /var/account/acct: Operation not permitted *in jails.
Jail securelevels are 0 for what it's worth

Any suggestions?

There's only one system accounting file, so jails aren't allowed to
change it.  It's not one of the things that exist in a per-jail basis.
