I have downloaded official image from: https://download.freebsd.org/ftp/releases/sparc64/sparc64/ISO-IMAGES/12.1/FreeBSD-12.1-RELEASE-sparc64-dvd1.iso.xz Seems that the FreeBSD sparc64 package repository does not exist at all: The package management tool is not yet installed on your system. Do you want to fetch and install it now? Correct. portmgr has not built packages for sparc64 in many years.
Up until about a year ago I was building them myself, but other work called me away from that task. Unfortunately sparc64 has now (officially) fallen below the threshhold where FreeBSD can support it. As of a week or two ago support was removed from the -CURRENT src tree. I've had reasonable luck with 11.X, issues with 12.X.
